My iPad Air 2 does not have the tab passbook and apple pay. How can I activate it ?

As far as I know, passbook is for iPhones or iPods only
Apple Pay is limited to devices and regions
Works fine on iPad Air 2 and iPad mini 3 as well for in App purchases only (not useable in stores as those devices do not have the hardware for the store scanners) - http://www.apple.com/apple-pay/?cid=wwa-us-kwg-features-com
But as yet, ApplePay service is only available in the USA (unless there is news of some international roll outs I've not seen).
P.S. I should add that on an iPad, there is no Passbook app. You set up ApplePay in Passbook settings as there is no App - Set up and use Apple Pay on your iPhone or iPad - Apple Support That settings tab will not be there in iOS releases in countries where ApplePay is not yet supported.
