you can't create a new one on your device. you have to create a new iCloud account from another device. after that, you can use it on your device.

No, you can't create an iCloud account that way (it will direct you to create an Apple ID). iCloud accounts can only be created on a Mac or iOS device, and as said above only three per device (this is tied to the hardware, not the account) so the only option is to create the account on another Mac or iOS device, then sign into it on the first one.
