iCloud Photos iPad not Updating

Hi All,

I have iCloud photo Library ON and all of my photos are in iCloud. I erased my iPad 4 and re-installed from a back-up and turned ON iCloud photo Library with "Optimize iPhone Storage" and went to the Photos app on the iPad and it has been saying "Updating" for 12 hours with NO pictures loaded. How long should this take? I thought it would take only a few minutes since Optimize is set.

Any help would be appreciated!! Scott

Finally worked! I just had to have more patience...it started with Preparing the 23,000 photos/videos then after that it started to download them. The process took about 3 hours.
