changing generic icons

I'm trying to change icons of files or folders in Mt. Lion ….

I have read & read and all the descriptions are as we have always

done this. My trouble is the icon for no matter what is a generic JPG

icon (no mini pic) so reven if I copy/paste after a select all the folder

ens up with a generic JPG label….what am I missing ? I am using

Graphic Converter but I have tried in preview also and same same?
