Safari frozen

Safari has frozen on both my iPads in the same way since installing OS 8.3. When opened it loads and displays the last page used before the problem arose. When asked to load a new page it freezes with the blue loading line stuck around 15%, and becomes utterly unresponsive. The same sequence happens when it is reopened after the iPads are switched off and restarted. Both my original iPad and my iPad mini have been completely restored and rebuilt via iTunes, but the problem is still there. On the iPad mini Safari restarted at the page it was on before the complete restore, which I thought was very weird. This renders my iPads near useless. Can access the net via Chrome, but net links sent to me by mail are impossible to access, as they link via Safari. Help!

Try Settings > Safari > Clear History and Website Data.
