I have setup successfully my photo icloud library on my macbook pro and iphone 6, but unfortunately not on my ipad. Photos on my ipad (system iOS 8.3) is not synchronizing with icloud or any of my devices. What can I do?

setup successfully would be correct answer. but you already know that so in order to help you may have to specify what do you mean by unsuccessful setup. I mean you literally just turn it on and that is it, right?

since there is nothing else to do check if you signed in with the same iCloud account and may be sign out and sign back in.

from your picture we can see that icloud photo library beta activated properly - gives us info that you still have over 80 photos to upload. Why it is not uploading is hard to say, cause I can see wifi signal and you said it is the same account. May be after you sign out and back in just leave it charge alone overnight.
Only after I installed my ipad from scratch it worked.....now my photos on the ipad synchronize both ways with my icould account. It was a lot work work to reinstall all my apps. Thanks for your help.
