I get this message when I downloaded iTunes:The iTunes Library.itl file cannot be found or created. The default location for this file is in the “iTunes” folder in the “Music” folder. The file is there but I can't open iTunes

I'm running Windows 8 on an HP Envy Laptop, I had to wipe the hard drive clean and reinstall everything including iTunes. iTunes worked before but now it won't and I get this message when trying to open it:

The iTunes Library.itl file cannot be found or created. The
default location for this file is in the “iTunes” folder in the “Music” folder.

The folder and file are there but iTunes just won't work.
