Cant get windows 8 to recognize any device in itunes to sync

I recently had to restore my harddrive to factory settings. Today I tried to sync my Iphone 4 and 5s and it just beeps at me like it's trying to recognize it but cant. It bleeps Trust This Computer on the phone occassionally for a flash and then goes away.

I've tried all the articles I can find and the one thing I discovered was that under Apple Mobile Device in Device Manager under the USB it gives an error code 45 and says it's disconnected
