why do imessages not go through if i am on the phone? i have a data plan and sms is on

i have an iphone 6, every time i am on the phone i am unable to send or receive imessages until i hang up the phone. i have data and i have sms on to send if imessage isnt available

does anyone know of a solution to this? is it getting to be really annoying.

More than likely the cause is that your carrier does not support voice and data at the same time. Not all carriers do. Since iMessage uses data, your phone must not be able to handle data and would be unable to send. iMessage will not default to SMS in short outage situations.
