8.3 wi-fi

I have numerous different iPhones, iPads and laptops (OSx) all running latest OS versions. Only a select few devices can see a publicly published SSID. I have "reset" the iOs devices, and RESET Networking Settings on all. Still can not see the SSID. Router firmware is up to date, and iOS devices are running 8.3.

What in the world is going on????
