Why can't I regain storage space after deleting photos?

My iPhone 5S is the 64GB model but is (was) filled with photos and apps. I've deleted more than 11,000 photos and the majority of the apps on the phone, yet the storage remains full and I can no longer take pictures, add tunes, etc.


Any ideas about if I'm missing a step on deleting photos, apps, etc.? Are they, perhaps, still on my phone and I don't know it and can't remove them until I take an additional step?
