Why can't I regain storage space after deleting photos?

My iPhone 5S is the 64GB model but is (was) filled with photos and apps. I've deleted more than 11,000 photos and the majority of the apps on the phone, yet the storage remains full and I can no longer take pictures, add tunes, etc.

Any ideas about if I'm missing a step on deleting photos, apps, etc.? Are they, perhaps, still on my phone and I don't know it and can't remove them until I take an additional step?

Hi Steven, I have found that most of the time the issue is with images you sent via iMessage or Text. It stores them on the phone and they just eat memory up. To clear it you need to either delete the images one by one or (my method) delete all iMessage threads with a image in them, then reboot your phone and you should have free space back!
