cannot find iCloud contacts within "contacts > groups" on iPhone

I've searched various discussion areas and cannot find a solution to this problem. I'm running 8.3 on my iPhone 5, and for some reason, I cannot see "iCloud" when I select "groups" within my iPhone contacts. Consequently, my contacts are not syncing with iCloud. In addition, when I select Settings>mail, contacts, calendar>contacts, there is no iCloud account to select from, and make the default account. Finally, when I select settings>mail, contact, calendar, > accounts> my contact information, it does indicate that my iCloud account is "verified". I've reset the phone, but i cannot seem to change the default account.Any suggestions are appreciated. Thanks.

1. Verify that you are signed in to icloud in settings - icloud.

2. Verify that under the same settings - contacts are turned on.

Do not forget to merge contacts into the cloud when you do.

Do not go for next one if stuff above fixed it.

your statement about account being verified is curious, so if both of those conditions in one and two are

already present, try to sign out of icloud, restart phone and sign back in.
