photos not uploading to ipad from icloud or photo stream. Help!

I've enabled both iCloud and Photo Stream on my ipad but my photos are not showing up. They are no where to be found on my ipad even though all options are enabled. They show up on my iPhone 6 where both options are also enabled. Why are they not uploading to my ipad?
