Why does Apple ban commercial iPad data erasers?

I notice that no commercial iPad eraser, such as Wondershare or Data Protect, can be sold on iTunes. Why?

Apple says all of the 3rd-party data erasing programs are "misleading," not that they don't work. I wonder if they reveal some security flaw?

There is no conspiracy. It is simply that they are unnecessary software advertised and promoted, in Apple's opinion, in a misleading way. They lead people to believe that they are necessary, that they do something other than what can be done with iTunes. If one was feeling less than kind, one could even say they are a scam.
