Do you have to be on the same network to connect to Apple tv

The reason I ask the question is because a lot of my coworkers use iPad's for work and I wanted them to be able to mirror the iPad to the Apple TV. I would have the Apple TV wired on our company network but the iPad's would be on cell service and can't connect to the same company network. Any guidance or advice would be appreciated.

If you're using the latest Apple TV (model A1469) and and iPad 4 or later with IOS 8 you can use peer to peer AirPlay
