I thought I'd seen it all, but this:
“img.jpg” can’t be opened because it is from an unidentified developer.
Obviously my mac is in a complete state ofconfusion here.
I seriously consider gently throwing the thing away and get a new one, or is there still time to teach it the difference between images and applications?

Perhaps it is a trojan horse and is not actually a jpg.

If from the menu "Allow apps downloaded from:" I choose "anywhere", then it opens correctly. But I don't really feel like leaving this enabled all the time.
Back up all data before proceeding.
Select the text on the line below by dragging across it. Don't include the blank space at the end of the line. Only the text should be highlighted.
ls -@Oeln
Copy the selected text to the Clipboard by pressing the key combination command-C.
Launch the Terminal application in any of the following ways:
☞ Enter the first few letters of its name into a Spotlight search. Select it in the results (it should be at the top.)
☞ In the Finder, select Go ▹ Utilities from the menu bar, or press the key combination shift-command-U. The application is in the folder that opens.
☞ Open LaunchPad and start typing the name.
Paste into the Terminal window by pressing command-V, then press the space bar.
Now switch to the Finder and and select the item(s) in question. Drag into the Terminal window. More text will be added to what you entered.
Click in the Terminal window to activate it, then press return.
Wait for a new line ending in a dollar sign ($) to appear. Post any lines that appear below that line—the text, please, not a screenshot. You can then quit Terminal.
If any personal information appears in the output, anonymize before posting.

Apple sees this as a possible trojan.
Using Anywhere is asking for trouble.
I understand, I only did it once to see whether it could be opened at all.
The weird thing is I didn't download the image, I created it myself with Photoshop.
If you created it, it is odd that is has a Quarantine flag. Those are set when you download something from the Internet. I don't know why it would be added for a file you created yourself.
You should be able to open an image you created in Photoshop. You must have saved incorrectly. Try again to save the file.
Saved it and was able to open it, however terminal still returns:
com.apple.quarantine 22
Does that mean the problem is still there somehow?
No, quarantine doesn't involve the Gatekeeper system, as far as I'm aware. It just causes the system to warn you that it was downloaded from the Internet, not the u identified developers message.
Please back up all data, then enter the following command in the same way as before. There will be no output this time:
xattr -d com.apple.quarantine De*/*
Did that and got about 40 lines of:
xattr: Desktop/someFile: No such xattr: com.apple.quarantine
ls -@Oeln thatOneWeirdFile now only returns:
com.apple.FinderInfo 32
Nothing about quarantine anymore. Did that just clean up the flags? Anyway, looks to me like the problem's solved, so thanks guys 😀

That just means you had other files on the Desktop that didn't have the quarantine attribute set.
