I just bought a "new" phone (it's a used phone) and went to my provider to transfer service. The service is transfered, but in order to restore my iCloud info, I need to update IOS on this "new" phone. Non of my backups are available until I update. How can I get to the settings? So far, the phone wants to walk me through the whole set up process, and I can't get out of those prompts.

You will have to set the phone up as new to update the iOS. After you do that, you go to Settings>General>Reset>Erase All Content and Settings and that will allow you to restore the device to one of your backups.
Just continue the setup process until it completes. You can then update your iPhone to iOS 8.3.
You can then restart the setup process by using Settings > General > Restart > Erase All Content and Settings and restore to your backup.
