No access to itunes library/current playlist on new laptop

I have a new laptop, and I am unable to access my itunes library. I have never had this issue before with new equipment/devices. Usually, I download itunes, sign in and my library and playlists show up. This time, when I sign in, I can see some of my playlists, but not all of them, even when my iphone is plugged into the computer. I have synced the phone when logged into itunes on the laptop, but it still doesn't show me the library, and only pulls a few playlists. Am I wrong in assuming that I should be able to login to itunes and have my library and playlist accessible to me? How do I get itunes to do what is should and show me all my music?
