Welcome to the Apple Community.

Merge them with 3rd party software in iPhoto before migrating them to Photos. There is no way to merge libraries in Photos.

iPhoto Library Manager or Aperture can merge iphoto libraries

At this time I've not seen any way to merge Photos libraries
