You need to have SMS provisioned on your account, as iMessage activation sends a text to an Apple server in the UK.
How to do this and will it take long time to activate

You need to contact your carrier and enable international text messaging.
I don't have international text with plan , does e mail work or what other sloution , like crest a new iCloud account , is their any other way

You must have international messaging enabled. There is no other way. If you are using an Apple partner carrier there will be no charge for the activation text, but if you are using a non-partner carrier you probably shouldn't use iMessage at all, as it will re-activate frequently and the cost of the activation messages will be your responsibility.

Follow the steps below to turn off iMessage.
Transfer your SIM card to your iPhone. 
Go to Settings. 
Tap Messages. 
Turn iMessage off. 2> Activate iMessage :
Of course, none of this will work if the OP does not have international texting enabled. And if it is enabled none of this is necessary.
