I purchased an app on the app store and downloaded it on my mac OS 10.6.8. When I tried to download it on OS 10.8.5 on an external HD it shows installed and I can't download again. Is there a way around this?

Drag & drop the app from the internal HDD with 10.6.8 to the external HDD with 10.8.5. It will be copied to the ext drive.
Unmount all disks except the startup disk and try again. If the same thing happens, search "This Mac" in the Finder for copies of the app and delete any you find.
