i phone won't update apps

My i phone 5s does not updates any apps free or paid. It asks for apple id and password to be filled. Thereafter it takes to payment page where a message is already displayed that there is billing issue. However even after entering valid credit card details it does not accepts the same and same message regarding billing issue is displayed on the same page.
