Are photos stored locally to my mac or just the cloud?

I just got a Macbook Air and transferred all of my photos from my iPhone into the Photos application on the laptop. Now, all of my photos are also in the cloud. I didn't intend to put them all there, as I don't have much cloud memory. Can I just uncheck uncheck photos in the iCloud manage window, or do i need to save them locally before doing so?
