In terms of syncing (calendars, contacts etc) they can't, unless they both have cellular service. In terms of file sharing, you can send a file over Airdrop.

we are using iPads for business, at anytime there are 10 iPad communicating with each other via wifi, wifi connected to internet to our cloud server.

That would depend on what applications you are using.
Your question is, "what happens to my ipad applications when they cannot get to the internet. Say the cellular net is down and I'm not near wifi".
This would depend on what applications you are using. An app could queue up the info until it could get back on the internet. You can use dropbox to download the files you need.
You could get a backup internet cellular carrier. Get a mifi box with another carrier. Check out freedompop.com for a cheap mifi box.
