How do I lock the toolbar and dock so that they don't disappear from the screen and I have to go to the edge to get them back

Since upgrading (?) to Yosemite the dock and header bar disappear from the screen and I have to go to the edge to get them back. I prefer them to be visible all the time but can not find a preference to lock them. Does anyone know how to do this?

MacBook Pro, Mac OS X (10.7.3), Garage Band and iphoto apps

Go to this preferences panel:

Apple Menu > System Preferences > Dock

and uncheck 'Automatically show and hid the Dock'.

For the menu bar issue, are you clicking the green button, which now means 'enter full screen mode', unintentionally? In most applications you need to hold down the 'option' modifier key to persuade it to behave as the 'maxmize' button in previous versions of OS X.
