According to Apple:

iTunes Plus refers to songs and music videos that are high quality AAC audio encodings (256 kbps—twice the quality of protected music purchases that were sold in the iTunes Store until 2009) that don’t have digital rights management (DRM). All iTunes Store music and music videos for sale now are in iTunes Plus format.

You can burn iTunes Plus songs to CD as many times as you want, and sync iTunes Plus songs and videos to any AAC-enabled device (such as iPhone, iPad, iPod, or Apple TV) and play them on any computers you own.

There is no change in video quality for iTunes Plus music videos. iTunes Plus means that the music videos are offered DRM-free and with our highest-quality audio within the video.
