My macbook air safari is blocking my access to some sites on a specific wifi server. The same sites are not blocked on my same macbook air on another (close) wifi server. I did check that with another phone I had none of those issues on the wifi server where I have the problem. Called the internet provider and he checked all was ok. He told me that it was an Apple issue and to look for a solution?

You seem to be saying that you can access the sites on one network but not another. If so, that's a network problem, not a problem with your computer.
No, that network allows access to all website from another client like an iphone but not from my macbook.

That is correct. One network is in one house and the other is in a house just on the opposite side of the street.

Restart your router and also your broadband device, if they're separate.
