The decision to support older iOS is made by the game developer themselves, not by Apple. You can check the information in this support document to see if there is access to an earlier version of an app. Install the latest compatible version of an app on an earlier version of iOS or OS X - Apple Support
Be aware that not all apps have compatible versions, so you may not always find what you are looking for.

While most newer games will require a newer i OS version than a first gen iPad can handle, you may still be able to find Versions of the games for iOS 5.1.1.
To get compatible versions of the games, Start by Downloading a game you want to iTunes on your Computer. With the Game downloaded to iTunes, Go into the App Store App on your iPad, and tap on the Purchased tab at the bottom of the screen.
Find the Game and tap on the cloud icon to start the download, if there's a compatible version of the game for iOS 5.1 it will offer to download it.
Install the latest compatible version of an app on an earlier version of iOS or OS X - Apple Support
For games that are not free, its best to consult with the developer to make sure there is a compatible version available before buying it.
