A friend suggested that I may have a corrupt photo file on my phone, but I don't know.Should I still run the test as you suggested, even if my library is local?

If you create a new test library and it runs slowly then the issue isn't with your current library.
If it is with a corrupt file we have no way to create a new library with all of your photos like we can do with an iPhoto library and iPhoto Library Manager.
However, another user reported it took 3 or for repairs before the repairs did the job. So you might try the repair procedure a couple more times just in case.

Yes. Image Capture will download videos as well as photos.

In case you're still seeing replies to this topic the only issue I see with the report is that the Chrome Helper is using up a lot of system resources as well as the other Google apps. If you don't need the Google drive all the time I would remove it from the User Login in items in the System/Users & Groups/Login Items section.
Also you might want to reconsider using Chrome as your browser after reading this: Google Chrome Listening In To Your Room Shows The Importance Of Privacy Defense In Depth.
Google is known to "phone home" with users data as was found out with this new Google Photos service: Google Photos may be free — but there's still a cost.
Just some food for thought.
