Q: photos app not updating

photos app not updating for several days ... added new image files on MacBook Air ... bottom of Photos page shows 31,156 Photos & Updating but nothing has changed on the iPad Air which is linked to Photos.app through iCloud ... is there a way to force an update ?

macbook, Mac OS X (10.4.9)

the problem finally showed up in System Preferences:

 

>>> System Preferences > iCloud > Photos showed a dash in the check box rather than a check

 

clicking changed it back to a check mark & Photos.app stated updating after a system restart
