How to get pictures from iCloud back to iPhone

Hi,

I've had photo's and videos on my iPhone but I think I turned on iCloud or activated it on my phone and they all disappeared from my library on my phone to iCloud. Is it possible to get them back onto my phone easily without i.e. resetting phone to factory settings. My laptop is windows.
