Can I back up my photos from my pc to my icloud? Please help :(

It sounds like you want to store your photos on your iCloud account from your PC. In order to use iCloud photo library you need an iOS device or a Mac:

What do I need to use iCloud Photo Library?

You need an Apple ID, a device with the most recent version of iOS 8 or OS X Yosemite, and enough storage in iCloud to save your photos.

You may be able to use iCloud Drive to store the photos, and you have up to 5 gb to use to store the photos.
