I have got the application Photos and in it I see that iPhotos library is still accessible. I thought that after loading Photos that the iPhotos library would go away but apparently not. What is going on?

You still have the iPhoto app on your hard drive in the Applications folder. If it is iPhoto 9.6.1 it can still be used with your library and 10.10.3. So if you don't like Photos you can still use iPhoto.
Among other things, what is going on is this. The two libraries can share hard links to the same photos & videos to save space.
