Why are the folders created in Photos empty in my icloud library? Why are there albums in my icloud library that are NOT in my photos library?

Q: folders in Photos vs. folders in icloud library
I am having somewhat the same issue. I have created folders on my Photos app in my mac. All of them have picks in them, on my icloud.com they are empty, and on my phone they are empty.
