It sounds like you may be either pressing a button (which will trigger voice over) or your headphone port is dirty. I would first start by cleaning out your headphone jack with some compressed air and a q-tip.

May 11, 2015 7:06 PM in response to zmclearanby abreen153,I should have clarified that I am playing the iPod in my car, plugging it into the USB port. No headphones and I'm not pressing any buttons.
