Cannot find email about resetting Security Answers

I cannot buy anything on my IPad mini until I verify my security questions. Well I have resent my security question email multiple times and it is not popping up on my yahoo email account. I have no clue what to do know so does anyone have any suggestions?

If it's not in a spam filter, you need to ask Apple to reset your security questions. To do this, click here and pick a method; if that page doesn't list one for your country or you're unable to call, fill out and submit this form.

Have you talked with Apple Support(Apple Care)? I was in more or less the same situation and got my Apple ID back after talking with Apple Support.

There you would have to share some of your personal information including credit card info for verification purpose.
