Compressing For Facebook

I am unable to get my videos that I upload to Facebook to play back as HD by default. I export my videos from Final Cut Pro X as a master file following Facebook specs:

H.264 video with AAC audio in MOV or MP4 format

An aspect ratio no larger than 1280px wide and divisible by 16px

A frame rate at, or below, 30fps

Stereo audio with a sample rate of 44,100hz

I import into Compressor 4.2 using the default Facebook settings and export. I've tried numerous file sizes including 720p and 1080p.
