Q: Photos library on cloud is only 12% of the iMac file size

I signed up to Photos with iCloud storage of 200GB. My file size on the iMac is 193GB but the file on the iCloud is only 23 GB. What have I missed in the setup to ensure full size of each photo is stored in the cloud?

iMac, OS X Yosemite (10.10.3)
