Photos for Macthere is no way
You can export photos and import them into an different Photos library - and probably FatCat will offer this in PowerPhotos in the future - other than that there is not way at this time

Photos for MacAt the present time there's no way to merge Photo libraries.
If you still have the iPhoto Libraries that were used to create those two Photos libraries you can use the paid version of iPhoto Library Manager to merger the two libraries into a new 3rd library. Then cover that library to Photos.
