If i block a contact on my phone and get a new phone with the same number are they still blocked or is it only on previous phone

The blocked numbers is just a list stored on the device of numbers that, when detected as incoming, iOS stops the ring tone from sounding. You can transfer the list by restoring from backup, or just re-creating it by blocking those numbers again the first time they call on the new device. It is nothing more than a blacklist of numbers captured from the caller ID info.
