How to recolor a photo?
Is there a way to recolor photos? I want to take a normal image, but recolor it to be in different shades of blue. Is this possible?

Not with Photos - you need an image editor like PhotoShop or PS Elements to do that

Photos does not have brushes other than the retouch brush, so "painting in" is limited.
if you do not want to paint the splashes of Blue in locally, you can try the effects:
Turn the photo into a Black&White Photo, and then add the effect filters - the process filter will add a blue cast, that differs locally. You can fine-tune the colors of the effects using the "levels" adjustment. Lower the "red" and "Green" values to make the "blue" more prominent.
You can use the Retouch brush to brush local enhancements in. The Retouch brush can sample colors from other parts of the photo and add them as a transparent layer in other parts.
But what you want to do will be much easier in Pixelmator or Photoshop Elements, or any other app, that supports graphics compositing.
