How are you trying to download?  From Photo Steam? Are you connecting the phone to a USB port?

And in what way does it not work? What exactly happens when you try?

I use the USB Port on my MacBook Pro early 2011. The USB port on the computer works.

The pictures do not download they show on the computer screen.

The computer says to download; which of course I do; hours later they still haven't downloaded.

Are you seeing a spinning beachball or a progress bar, or does nothing happen at all?

After I connect the IPhone via USB,

    1.  I pick "import all" (which for purposes of example here is one picture)

    2.  The computer gives message "1 successfully imported."

    3.  The photo shows both in Albums and Last Import.

    BUT THEN,

I go onto the programs I use for my business to add pictures.

    1.  I am asked from where I want to get the pictures.

    2.  I choose Photos.

    3.  BUT . . . the photo that was just downloaded is not there - not in albums and not in last import.  In fact, under "today's photos," the date is one day off (in this case 5-11 instead of 5-12).

    4.  I can shut off my computer completely and reboot.  Then, the photo I just downloaded shows up but only in "today's photos."  It is not in Last Import or Albums.

    5. I shouldn't have to reboot every time I want to upload a picture ... or should I?

I see, the problem is not that Photos does not import the photos from your phone, but that the Media Browser does not see the changes to the Photos library.

For the Media Browser to see the new photos and albums in your Photos Library, Photos needs to write the changes to the preferences file and to the Photos library.  When you restarted the mac, you forced Photos to write these files.

Next time you import, quit Photos when you are done and quit also the application that will use the Media Browser to see the Photos library. If that still does not suffice, restart the Finder by force quitting the Finder.
