Apple has no fault here. That the thieves were able to take control of the phone indicates that it had not been configured properly since Activation Lock is by and large bulletproof as recognized by police all over.

I believe that change Lock password on it is not a big issue. But log in into others account with 15 digits password is what could be improved by Apple Security only. Anyway, it's not to argue about. I believe it comes more that what we've lost.
It happened in Washington DC thought =) Probably theft % there is higher.

Two step verification is an improvement over just an account password. But it is an optional one that each user has to make the decision to set up and use.
