MY iPhone 6 was stolen. How do I retrieve my email from my iCloud account. The thief changed the phone ID and I can't get in my account
If you are unable to log into http://www.icloud.com to view your Mail and account it will be dealt with as a security issue. This Apple Help page provides contact information for various countries for security problems with an Apple ID:
You should be able to use www.icloud.com . By phone ID, I'm not sure what you mean, but that should work. Also, if you still do not have it, use FindMyiPhone on icloud.com to lock your phone. This will only work if you had it enabled on your phone.
He said, 'The thief changed the phone ID and I can't get in my account'. I would interpret that as meaning that the thief has changed the account ID and/or the password so that he can't get into icloud.com (since he couldn't get into the account on the phone as he doesn't have it). Of course if the thief has simply logged out of the account it wouldn't affect the online account or other devices.
You're most likely right. Thought I would give some advice just in case though, no harm done. Just didn't fully understand what he meant by iPhone ID.
