i cannot access my pictures on icloud

It sounds like you are expecting to see your pictures in the Photos app on www.icloud.com but there is nothing there. That indicates to me that you have icloud backup turned on which does store the photos in icloud but are in a backup file of an iOS device and can only be 'seen' by restoring the backup to an iOS device.
