iOS 8.3 iCloud deleted Pages documents

In the settings i remarked that iCloud Backup was active. I disabled iCloud. Then i found all my Pages and Numbers documents deleted from my iPad. iOS Version is 8.3. Enabling iCloud again didn't help. Then i tried the upgrade to iCloud drive. But all files on iCloud drive are encrypted. How can i get my files back from iCloud?
