Try force quitting both System Preferences and Finder. Press the keys Command + Option + Esc simultaneously. Select the System Preferences app and click "Force Quit." Do the same for "Finder". Then try to open System Preferences again.

If that doesn't work, reboot the computer and try again.

If that doesn't work, quit or force quit System Preferences and click on Finder in the Dock. Then hold Option while you click on "Go" form the Menu Bar at the top of the screen. "Library" will be an option on the list as long as you have Option held down. Select it and open the folder inside called "Caches". Select all the contents of Caches and trash them. Then go back to Library and open the folder called "Saved Application State". As with the Caches folder, trash the contents of Saved Application State. Reboot the computer from the Apple Menu and try again to open System Preferences.
