Sorry, but the Time Capsule would need to have two WAN ports to be able to handle two separate Internet connections....and it only has one.
ASUS routers, like the RT-AC66U (which I have) purport to support this, in both load-balancing and fail-over fashion. Haven't tried it so I can't tell you if it really works.

Do you have two modem routers??
It is possible to combine things.. as long as the TC does not take the role of router.
The setup is a bit tricky as you can imagine.. put both routers on the same subnet but with different gateways. And different dhcp ranges.
eg router one.. 192.168.0.1 with IP range of 2-50.
router two.. 192.168.0.254 with IP range of 100-150.
Bridge the TC and plug both routers into the TC LAN ports.
Each device that connects will need to have a fixed gateway set.. depending on which WAN connection you wish to use.
It doesn't really matter which one produces the dhcp.. and it will be the first to respond that wins.
This maintains your network as single flat IP range without needing other complicated changes.
How useful this is in practice depends on your needs.. and the ability of each WAN link.
IMHO it is better to buy the right tool for the job.. you can hammer in nails with an Axe.. but it is a heck of lot easier to use a hammer..
Dual wan routers are fairly easy to get hold of and will be able to do load balancing and fail over.. which the method I outlined cannot.
