Open Console in Applications>Utilities & see if there are any clues or repeating messages when this happens.
Click on the top line we want, Shift plus click on the bottom line we want, CMD+c to copy, then paste the text in a reply with CMD+v
A few dozen lines should be about right, hundreds or thousands won't likely be readable.

I notice that all websites that are considered secure and have a green lock next to the domain name do work but websites that are not shown to be secure (have a blank page next to the URL) don't load and a message is shown saying "no data received ERR_EMPTY_RESPONSE

If you're not sure, take your Mac somewhere else and try connecting using a different network, such as a wifi network at your workplace, a friend's or relative's house or a free wifi network somewhere like a local coffee shop or library. If the problem goes away while connecting through a different network, and returns when you are back at home, then you'll need to talk to your internet service provider about this.
If the problem occurs regardless of the network you're on, try restarting in safe mode:
Try safe mode if your Mac doesn't finish starting up - Apple Support
While in safe mode, test your browser. If the problem is gone, download EtreCheck:
Restart the computer normally (to exit safe mode), then run EtreCheck. Post a copy of the report it generates here.

Is the problem happening only in Chrome, and not in Safari? If so, one of your Chrome extensions is probably the cause. For help finding where your Chrome extensions are, see:
http://www.adwaremedic.com/kb/browserextensions.php
That page is related to adware extensions, but the instructions on how to troubleshoot Chrome extensions applies to your case as well.
If it's happening in both Safari and Chrome, test your Mac on a different network, such as the free wifi at a coffee shop or local library. Does the problem happen on all networks, or only on the network you usually connect from?
