OK
What's the question.
how do i set up an email account for a business
You mean with iCloud? With a different provider? Where exactly?
A business email address is really no different than a user email address. Its just that it usually has a company name after the @ portion, and the email server is managed by the company who's name appears after the @.
ie. johny.ive@apple.com is a business address only because its managed by Apple, and john Ive is an Apple employee.
If you want an email address with your business domain name after it, you need to setup that domain.
Most domain Name registers and Web hosts offer email addresses as part of their plan.
Do you have a domain?
Do you have an email provider?

Pick an email provider and open an account, then enter that account in Mail.
apple won't let me choose a different email account other than personal already setup
so i am unable to setup a me.com for business
no domain
email provider me.com for personal
Sure you can, why do you think that you can't?
You can also have up to 3 aliases delivering email to your account, so a total of 4 addresses per account. Or just open a new account.
Note: @me addresses are no longer available, your new address(es) will be @icloud.com.
me.com only allows 1 email address under my name

The other 3 will be @icloud.com, once you actually set them up.
Tell me what you can't understand.
